Internal releases are published only to GitHub and are meant primarily
for testing.
Public releases are published to GitHub and all repositories/stores
(including Omaha for automated updates on Windows/macOS).
(Re)packagers should only use public releases (unless the lower
stability of internal releases fits the package variant).
